Rich Winley is a gaming entrepreneur and Founder and CEO of Payline, a payments company building next-generation kiosk infrastructure for distributed gaming markets. A route operator with more than a decade of experience across gaming and amusement, Winley brings an operator’s perspective to the intersection of gaming, payments, technology, and regulation.

Winley previously served on the board of the Georgia Amusement and Music Operators Association, where he helped develop and pass the gift-card redemption framework included in Georgia House Bill 353, establishing a model for compliant cashless redemption.
